A Proposed Framework for Collaboration

We understand that commitment and support would be required to undertake this collaborative effort with  Indigenous Nations, City of Flagstaff, conservation organizations, the ski industry and the USDA to protect water sources, cultural resources and the natural environment to provide a safe place for Flagstaff residents and its guest to recreate.  We believe that with determination and understanding these groups can work together to accomplish the vision of creating the most eco-friendly ski resort in the world.

The Tribal Wisdom Foundation (TWF) is committed to facilitate the purchase of the permit and assets of Arizona Snowbowl and establish a not-for-profit organization to manage the resort in a manner that is both environmentally and culturally sensitive.  An Indigenous Advisory Board will be created within the new not-for-profit organization and by-laws will be included at their direction to protect their cultural interests. 

Since making a profit will no longer be an issue, artificial snow would not be used.  Flagstaff will maintain its potable water for its own use and potentially hazardous reclaimed wastewater will not be introduced into the mountain’s eco-system.  The following will guide the interested parties:

  • Partnership Groups Must Be Committed to the Vision of Creating the Most Eco-Friendly Ski Resort in the World

  • The Interest of All Groups will be Considered in the Conservation and Protection of the Natural Environment for Future Generations
    .
  •  The Ski Resort is managed using Environmentally and Culturally Sound Approaches

Tribal Wisdom Foundation’s Snowbowl Acquisition Plan is presented as an alternative to the proposal being considered by the City of Flagstaff to utilize  either ground or reclaimed water  for snowmaking. The Acquisition Plan is based upon obtaining alignment and agreement between the thirteen Indigenous Nations and other stakeholders initially through an Intent Agreement and then through the establishment of a non-profit to own and operate the facility. The new non-profit organization will define the terms of the purchase funding and operational support, as well as the operational management of the facility. 

The Acquistion Steps will be based upon the concurrent generation of the Intent Agreement and Purchase Agreement, which would then be followed by the establishment of the non-profit management organization and the due-diligence discovery and analysis.
